Once you install the add-on and enable it in the preferences, the XDECAL™
tab will appear in the 3D viewport's sidebar, and an extra dropdown will be added to the 3D view's menu bar. Both of them provide access to the same panel.
The addon also registers a few shortcuts by default, but you can easily change / disable them from the addon’s preferences if they interfere with your existing keymaps.
Choose a directory with some images, and a list of files will appear below. Double-click on any image you like, and a decal object with that texture will be created at the 3D cursor. Drag the gizmo until the decal is on some object, and release the mouse.
Congratulations, you've placed your first decal!
There is also another, more convenient way to create decals, but for that, you will have to enable the Gizmo palette. Simply drag the image from the Gizmo palette to where you want the decal to be placed, and voilà! A decal in one action.

In the addon preferences, you can customize the XDecal access/visibility in the 3D viewport’s sidebar and menu bar, as well as the shortcuts (key bindings) for showing the Decal Popup, as well as bringing up the XDecal palette in UI (as a popup) or showing/hiding it in 3D view (as a gizmo).
